Participation and citizen security: a democratic challenge

Citizen participation is a key component of public management, as it fosters public involvement in decision-making processes and can contribute to strengthening democracy, transparency, and social co-responsibility. In this context, the study aimed to determine the relationship between citizen participation and public safety in the Tarapoto district. A quantitative study with a correlational scope and a non-experimental, cross-sectional design was conducted. Data collection was carried out via surveys, using a questionnaire as the instrument. The study population consisted of presidents of neighborhood security committees and presidents of rural patrols (*rondas campesinas*) within the study area, selected through non-probability convenience sampling. Spearman's rho coefficient was used for inferential analysis. The results revealed a positive, statistically significant relationship between citizen participation and public safety (rho = 0.315; p = 0.008). Likewise, social participation showed a significant association with public safety, whereas the "control" dimension did not show a statistically significant relationship. It is concluded that greater citizen participation is associated with better public safety conditions, although the magnitude of this relationship indicates that territorial security also depends on other institutional and social factors.
