1. Presentation
Litigar. Journal of Philosophy, Law and Political Science is an international, peer-reviewed, open-access scientific journal published by the Instituto Universitario de Innovación Ciencia y Tecnología Inudi Perú. The journal disseminates original research, review articles, academic essays, case studies, case law commentaries, book reviews, academic interviews and other high-quality scholarly contributions.
2. Mission
The mission of Litigar is to promote the international dissemination of original, rigorous and interdisciplinary scientific knowledge in philosophy, law, political science and related fields, contributing to critical debate, the understanding of contemporary issues and the strengthening of democratic, just and sustainable societies.
3. Vision
To become an internationally recognized scientific journal in philosophical, legal and political studies, acknowledged for editorial excellence, academic integrity, commitment to open science and scholarly impact.
4. Focus and Scope
The journal welcomes submissions on all branches of philosophy, philosophy of law, legal theory, legal argumentation, constitutional law, human rights, constitutional justice, theory of the State, democracy, governance, public policy, international relations, legal sociology, criminology, applied ethics, constitutional studies and interdisciplinary areas related to contemporary legal, political and philosophical phenomena.
5. Types of Contributions
The journal accepts original research articles, review articles, academic essays, case studies, case law commentaries, book reviews and academic interviews. At least 75% of the published content shall consist of original research articles or equivalent scientific contributions.
6. Publication Languages
The journal accepts manuscripts in Spanish, English and Portuguese. All articles must include title, abstract and keywords in the original language of the manuscript and in English.
7. Frequency and Continuous Publication
Litigar will be published quarterly, with four issues per year. The journal will begin publication in July 2026 and will adopt a continuous publication model.
8. Open Access
The journal provides immediate open access to all its content. Users may read, download, copy, distribute, print, search and link to the full texts, provided that authorship and the original source are properly acknowledged.
9. Publication Fees
The journal does not charge submission, editorial processing or publication fees. There are no APCs or fees for authors or readers.
10. Copyright and License
Authors retain copyright and grant the journal the right of first publication. All contents are published under the Creative Commons Attribution 4.0 International License (CC BY 4.0).
11. Peer Review
All manuscripts undergo a preliminary editorial review. Manuscripts that meet formal, thematic and ethical requirements are submitted to external double-blind peer review. Each manuscript is reviewed by two or three external specialists. Reviewers may not belong to the same institution as the authors and must not have conflicts of interest.

- Assignment of external reviewers.
- Double-blind peer review.
- Communication of the editorial decision.
- Author revisions.
- Copyediting and technical editing.
- Layout, galley proof and publication with DOI.
13. Editorial Ethics
The journal follows international principles of editorial ethics and academic integrity, including best practices on authorship, peer review, conflicts of interest, transparency, corrections, retractions and prevention of misconduct.
14. Originality and Similarity
Manuscripts must be original, unpublished and not simultaneously submitted to another journal. The maximum allowed similarity rate shall be below 18%, provided that there are no substantial overlaps, plagiarism, self-plagiarism or misuse of sources.
15. Academic Misconduct
The journal does not accept plagiarism, self-plagiarism, data fabrication, falsification of information, citation manipulation, duplicate publication, fictitious authorship, improper omission of authors or simultaneous submission. In such cases, the journal may reject the manuscript, request explanations, suspend future submissions, notify institutions, or publish corrections, expressions of concern or retractions.
16. Conflicts of Interest
Authors, editors and reviewers must disclose any academic, institutional, financial, personal or professional conflict of interest. When a conflict exists, the person involved will be removed from the relevant editorial process.
17. Authorship Contribution
All authors must have made a significant contribution to the manuscript. The journal may request a statement of authorship contribution, funding and approval of the final version.
18. Open Science
The journal accepts preprints, requires ORCID from all authors, assigns DOI to published articles and requests data availability statements when applicable. The journal maintains double-blind peer review and does not adopt open peer review.
19. Editorial Team
The journal will have an Editor-in-Chief, Editorial Committee, Scientific Committee, International Advisory Board, external reviewers and technical editorial team. Members will serve defined terms of two to four years. The journal will publish full names, institutional affiliations, country and ORCID of its members.
20. Internationalization and Institutional Endogamy
At least 40% of the Scientific Committee will consist of foreign specialists. The journal will seek to ensure that 95% of published articles come from authors external to INUDI. The maximum rate of publications by authors institutionally affiliated with INUDI will be 5%.
21. Digital Preservation and Indexing
The journal will implement digital preservation through CLOCKSS and other OJS-compatible systems. It will also generate JATS XML, assign DOI and maintain complete metadata to support progressive inclusion in Latindex Catalogue, DOAJ, Redalyc, SciELO, Scopus and other academic databases.
22. Responsibility for Content
The opinions expressed in published articles are the sole responsibility of their authors and do not necessarily represent the institutional position of the journal, the editorial team or the Instituto Universitario de Innovación Ciencia y Tecnología Inudi Perú.
